My medical records were illegally accessed and my information was shared between the council and the police.

Many may have read that there have been 000's of medical records accessed at Wigan Hospital. This is scandalous in itself and I too have been one of them.

I have asked the trust for details of when my medical records were accessed and by whom. It turns out this was last December. So what people may ask?

However, this was when I had collapsed at work and rushed into hospital and Donna Hall had gotten her dodgy bent coppers to try and get me arrested again. When they found out I was in the hospital they kept- nurses words not mine - hounding them to try and get info on me and to come and interview me at the hospital after my emergency operation. I was way too ill but they kept hounding them. In the end, after I came out of the surgery and come round I got a message to my solicitor of this behaviour to tell them to get lost.

The timing is too coincidental for me and it is my firm belief, given the Dodgy liar Donna Hall and her bent copper behaviour that she got my records or got the council to get my records without a warrant or the correct permission.

Given that it is common that I have made it public that I have made a complaint and that is being investigated as part of a larger operation where the corruption is through the roof I will now be feeding this criminal action into that operation and my complaint.

As for others who else have they got? what are they doing with this info? I know that they have misused mine so god knows what else they are doing but they seem to think they can just do whatever they want and get away with it. That is not the case.

Total payouts?????

So I wrote in the last blog post how Donna Hall returned for a few to make sure she got a pay rise for her position and then also her pension of 9%.

There have been much rumoured about how much her "golden handshake" was. This a pay off for going. Not too uncommon. The council will never say what the pay off was citing personal information is just that personal, and to be fair they have a point. I would argue if a pay off is over a certain amount private businesses have to disclose it to their shareholders. The people are just like those shareholders.

However, I recognise I would not be told the info but then over the years there have been many people paid off with massive pay off in 2018. Rumoured that he was paid nearly a million quid, as he knew so much as he had been there decades. So knowing Donna how I do I knew she would want to get more than him. Just typical of her.

 Then we have Linda.....I can't remember her name, who was the former head of legal services. She too was paid off. So was the head of the PR dept who got the infamous TV programme Don't blame the council - who also got paid off. I mean Gee if you want to make a shed load of money go and work for Wigan Council - cock up and then get sacked and then ask for a shed load of money to keep your gob shut like the ones mentioned here in this blog.

So I was thinking how much has the Council paid off in "Gag money" over the time Donna Hall was Chief Executive?

Here is my Freedom of Information request. 


I request the following information under the Freedom of Information Act. I request the following 1/ During the period of Donna Hall time as a Chief Executive, what was the total number of staff graded G14 or above (inc Directors and Assistant Directors) that left the Council’s employment having signed a non-disclosure agreement/ confidentiality agreement with the Council? 2/ What was the total figure of money provided to be paid to those staff referred to be in 1 above, in the said agreements?
 3/ How many of the said staff referred to in 1 above had their employment terminated on the date of the said agreement ( that is, without notice)?



This was the other day. Today  the council have come back with this response


Although the Council has entered into settlement agreements, details are retained on the individual employee’s files, we do not hold a central record. To obtain the information the Council would need to examine the files of all employees who have left since April 2012 to see (i) their grade (ii) whether a settlement agreement exists (iii) if it contains a NDA / confidentiality clause (iv) if so the total cost of the agreement and (v) the termination date.

To do so would take approximately five minutes per file after the requisite time to locate each file and given the number of employees that have left the organisation in the period requested it would take in excess of 18 hours to provide the information.  Therefore, pursuant to s12 of the Freedom of Information Act (FoIA) 2000, the Council is not obliged to provide the information. This is because the employee time required to complete the request would exceed the cost limit for complying with a request under FoIA.   

Wow!!! So I only asked for people over a certain grade for this very reason. The highest-paid people. I fully understood the Council could not look at every employee at that time. So the council says it will take 5 mins - reasonable if they had to do every file, which I believe the info is easily available to them without checking. But let's go with their little bull.

They can refuse because this will take 18 hours. So 60 mins in an hour times by 18 hours. That is 1080 mins. div that by 5 mins to check files that means 216 people have been paid off possibly and these are the people on over £80,000. Times that by 216 you get just short of potentially £18m. Wow!!!

Of course, I will be appealing and sending this to the information commissioner after I have appealed the Councils procedure. So I thought the £2.5 million "golden handshake" that is being rumoured pay off was grossly inaccurate but I now wonder why the Council came back to me so quickly and not telling me generic info about the total amount of NDA's for the exec team above a certain grade over a certain period. I do firmly believe over the period I mention the Council paid out over £20 - £25 million and this is why the Council doesn't want to tell us. This is a gross figure that could have been paid for front line services that we could have used for better pirposes.

So why did Donna Hall Return to Wigan Council?

Being a boring kind of guy :-) I often read the Council's reports and keep an eye with what is going on. That is where I have seen a number of things over the years like when the Council was looking to sell Ashfield playing Fields to a developer, which they still intend to do, and also the millions they put away for victims of historic abuse cases in Wigan too.

It is known that last October Donna Hall got her bent copper friend to get a squad and come and arrest me - all illegal - but then as it is known I made a serious complaint to Greater Manchester Police with all the evidence I had against the bent copper friend. That investigation is still ongoing and despite the local paper saying that I want another investigation, probably because their friend Donna is trying to get the story of the investigation has gone away, which I can firmly say it hasn't and I don't need another investigation as I happy with how things are going at this time.

So I did this complaint accusing Donna Hall and her bent copper friend that she is in bed with (metaphor) she disappeared once she was informed she was being let go. I call that a sacking to me. She wasn't seen for months. Then we were told that she would be going sooner by the end of Feb. Due to the fact that I had put Wigan Council on notice of taking them back to the High Court on the basis that Donna Hall wasn't a fit and proper person to be the returning officer in March's local elections and that role is always held by the Chief Executive.

Then unexpectedly she popped back up at work at Wigan Council for a few weeks. Everyone wondered why? 

So I started to dig through the rafts of documents and accounts. Now you have to remember this is Oct 18 - Feb 19. So we go back to the pay policy the March before and we see that the Chief Executive pay is £165,000 and the Deputy Chief Executive pay is £140,000. Director is £120,000 and Assistant Director £80,000.

So then we move to the next pay policy and guess what the Chief Executive pay had risen from being capped at £165,000 grown to capped at £180,000. An increase of 9%! That's right 9%!.

The Deputy Chief Executive pay that had been capped at £140,000 had increased to being capped at £155,000. An increase of just short of 11%. Bloody hell where is this going to stop? But in goes. Directors that had their pay capped at £120,000 in 2018 was now capped at £125,000. Increase of 4% and finally Assistant Directors pay capped at £80,000 in 2018 was being capped in 2019 at £95,000 a pay rise of just under 4%.

I bet the pay rise for Donna Hall was made when she came back. She wanted to make sure she got the pay rise and whilst some might say, " Well if she was going then why to bother about her salary for her post?" Easy her pension - and let's not forget she lied (yet again) and said she was retiring. So her pension would ALSO go up by 9%. So even at the end she still just worries how she can get everything out the taxpayers and get everything she wants.


What about the front line staff?


What a great question so with the Chief Exec getting a 9% pay rise and Deputy Chief Executive 11% and assistant directors getting a whooping 19% you wonder what the front line staff got. 

2% SHOCKING!!!!!!!!

How disgusting the Senior Executive Team and the Controlling Labour Party do this. You know the so-called socialist party - proves and evidences that their motto is Do as we say and we will get what we want! Surely the frontline staff are worth more than 2% when the Senior Exec team are giving themselves such pay rises. Where are the unions that are supposed to represent the interest of the front line staff? Why are they not saying we want either more than 2% or you lot take a pay rise that is in line with front line staff. Where are the Socialist Labour Cllrs? O sorry, they too are getting their little sticky mitts on as much money for themselves as possible, inc fraudulently claiming expenses, we all know about those cases claiming travel mileage when they didn't have a car or childcare and being sent to jail etc. Surely you would think that they would want to help the front line staff? Nope.

Also, there has been so much frontline services cut for the public. This was down to the austerity cuts that the Conservatives Government did, with help from the Fib Dems coalition partner. So the Exec leadership team rip out services for you and me and then fill their own pockets with as much cash for themselves as they can.

I hope the Opposition independents Cllrs pick this info up and raise it with the Council. Motion to full Full Council could read.

This Council believes that the pay rises for the 4 top roles, Chief Executive, Deputy Chief Executive, Director and Assistant Directors in 2019 should be reversed and the new pay rises will be at 2018 level with a 2% increase - to bring the increases in line with front line staff.

Labour know they can't win here's why

What a chicken the Labour Leader Jeremy Corbyn is. For 2 years he has been calling for an election and yet now he can get what he wants he is running scared and voted against it, which in some weird way shows his support for this Tory Government lead by Boris Johnson.

But Labour have realised that a General election would be about Brexit, and the Lib Dems have cornered the market for remain. Boris and the Tory's have cornered the Leave so that has left Labour just scratching their heads saying if we had the General Election we have asked for what we campaign on?  It's like musical chairs and they have just realised there are no chairs left.

But also people like Lisa Nandy - who has held the Labour Seat now forma number of yrs will be in trouble. You have top remember Wigan is one of the safest seats for Labour and it is quite clear that Wigan is a leave constituent. that voted overwhelmingly to leave.

People in the area blame politicians like Lisa Nandy for this mess and keep delaying time and time again.

But Labour had better watch out because I believe that they will say no to a General Election on Monday when the next vote is. But then I suspect just before or on 31 October Boris Johnson to stand Down and ask the Queen to ask Jeremy Corbyn to be the next Prime Minister. That way he has to go to Brussels and ask for the extension. Then he has 3 months to get a deal through, something we know that will not happen but the economy will worsen and Labour MP's will see what a mess JC will do.

It will not be long that there will have to be a General Election then and Labour will be toast.

Labour know all this and now these are the reasons they don't only not want a General Election but why they know they will be stuffed!

Apology by Wigan Post

Yesterday The Wigan Post published an apology to myself over their false claim of me having been charged over the stalking and harassment of Former Chief executive Donna Hall.

Whilst they probably did it grudgingly they did it but failed to also apologise for their headline on the story saying I wanted a second inquiry into my arrest. This was also false. I say this because I have made 1 complaint in 2 parts to Greater Manchester Police.

Whilst at first I believed there would be a cover-up or whitewash I can safely say that this is not the case and GMP is doing an excellent job of what I have seen with my complaint. They keep me up to date with where things are up to and what is happening and whilst I would dearly love to let you all know what I know you all will appreciate that at this time things have to be kept out of the open for obvious reasons. So hopefully all those that ask me when they saw their article asking did my complaint get dropped if I am asking for a second one I can safely say- No. The first one is doing fine and whilst I am very happy with GMP response it is a shame, but no surprise, that Wigan council do not open an independent investigation into the whole corruption of the matter. Instead, the new Leader threatens me with legal action if I continue to say he is involved but on the basis he is helping to cover up the action of Wigan Council Staff corruption- and only he - can order the investigation and he fails to do this is helping cover up the corruption of the like of the former Chief Executive Donna Hall, the  head of Legal services  Brendan Whitworth and the new Chief Executive Alison McKenzie_Folan. In my eyes and others, this helps cover their Council officers corrupt actions up.  I wonder why he will not open up n independent investigation? What is he worried about finding? Does he know everything already -so that is why he doesn't need an investigation?

I am not too worried about this as I am gaining more and more information on that and when the time is right I will - as you guessed it -will publish it all here.
